Job Opportunity: Project Manager (Stormwater)
Young Environmental Consulting Group, LLC is seeking an experienced and motivated Project Manager – Stormwater to lead the delivery of complex water resources and stormwater projects across Minnesota and beyond. This role requires technical expertise, regulatory knowledge, strong project management capabilities, and relationship-building skills. The ideal candidate will bring deep knowledge of stormwater planning, hydrologic and hydraulic modeling, green infrastructure, and regulatory compliance—including National Pollutant Discharge Elimination System (NPDES) permitting and Impaired Waters planning.
This is a leadership-track position with substantial opportunity for technical influence, staff mentorship, and contribution to strategic growth.
Key Responsibilities
Lead planning, design, and delivery of stormwater management and green infrastructure projects
Manage scope, schedule, budget, and quality control across multidisciplinary teams
Develop Stormwater Pollution Prevention Plans (SWPPPs), drainage reports, and water quality assessments
Apply working knowledge of NPDES permitting, Total Maximum Daily Load (TMDL) implementation, and Impaired Waters regulatory requirements
Support compliance with Municipal Separate Storm Sewer System (MS4) permits and local watershed district rules
Oversee modeling using tools such as HydroCAD, P8, HEC-RAS, and XP-SWMM
Conduct geospatial analysis using ArcGIS to support planning and design
Coordinate internal team members and external partners or subcontractors
Lead quality assurance/quality control (QA/QC) reviews and facilitate senior technical review
Serve as primary point of contact for clients, agencies, and regulators
Support business development efforts through proposal writing, scope and budget development, client outreach, and pursuit strategy
Represent Young Environmental at public meetings, advisory committees, and professional events
Mentor junior staff and support Young Environmental’s internship program
Monitor regulatory changes, stormwater best management practices (BMPs), and funding opportunities
Required Qualifications
Bachelor’s degree in civil or environmental engineering, hydrology, water resources science, or a related discipline
Minimum five (5) years of experience in stormwater or water resources engineering
Minimum two (2) years of experience managing environmental or infrastructure projects
Direct experience with NPDES permitting, TMDL planning, and Impaired Waters assessments
Proficiency with stormwater modeling tools such as P8, HydroCAD, HEC-RAS, and XP-SWMM
Familiarity with MS4 regulatory programs and watershed district permitting processes
Excellent technical writing, reporting, and verbal communication skills
Strong organizational skills with the ability to manage multiple deadlines and budgets
Proficiency with Microsoft Office and ArcGIS
Valid driver’s license and ability to travel to project sites as required
Preferred Qualifications
Master’s degree or professional certification in water resources or environmental engineering
Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) credential
University of Minnesota certification in Design of Construction SWPPP or Construction Site Management (or ability to obtain within six months)
Experience coordinating capital project delivery, environmental permitting, or multi-agency collaboration
Familiarity with project management software such as Deltek Ajera or Wrike
Demonstrated experience supporting or leading business development pursuits
Compensation & Benefits
Competitive salary: $90,000–$125,000 based on experience and qualifications
